SIR,

WITH reference to my letter No. 2822, dated the 20th of March last, regarding the view entertained by the Governor General in Council of the condition proposed by the Hong-Kong Government as to for- feiture of return passage from China by Sikh Policemen dismissed for grave misconduct, and requesting that a certain alternative arrangement might be proposed to the men who volunteer for service in the Police at Hong-Kong, I am directed to forward, for the consideration of the Lieutenant-Governor, the accompanying copy of a letter* from the Acting Colonial Secretary at Hong-Kong.

2. You will observe that the Hong-Kong Government is opposed to the adoption of the alternative arrangement in question. I am therefore directed to inquire what conditions were actually proposed to and accepted by the Sikhs. Were they the original conditions proposed by the Hong-Kong Government in its letter of the 28th January, No. 51, or those conditions as modified in my letter above quoted ?

3. If the modified proposition was explained and agreed to by thic men, then the Governor General in Council conceives that it must be adhered to. If it was not, then it remains to be considered whether the original terms should in any way now be modified, regard being had to the view of the Government of Hong-Kong. The Governor General in Council would be glad of an early explanation of the facts and of a statement of the Lieutenant-Governor's views on this point.
